Ludhiana Academics Divided Over New UGC PhD Eligibility Guidelines

Academicians in Ludhiana have expressed mixed opinions regarding the University Grants Commission’s (UGC) latest guidelines on PhD admissions. While many educators view the reform as a positive step for meritorious students, others believe the change may present practical challenges.

What the New Guideline Says

Under the new UGC regulation, students who complete a four-year undergraduate (UG) programme with 75% marks or above are now eligible to pursue a PhD directly, even without a master’s degree. They may apply with or without qualifying for a Junior Research Fellowship (JRF).

Support for the Move

Punjab’s Deputy Director of Higher Education, Ashwani Bhalla, supported the decision, noting that achieving 75% in undergraduate studies is difficult and typically reflects strong academic ability. He stated that allowing such high-performing students to begin PhD studies earlier would help them complete their doctoral degree at least a year sooner.

Bhalla also pointed out that universities and colleges will need to introduce four-year undergraduate programmes. These are expected to be implemented from the upcoming academic session, aiming to reduce the time students spend in higher education.

A professor from Panjab University (PU) emphasized that the success of this reform depends heavily on proper implementation. According to the professor, the curriculum must include strong research foundations. If institutions ensure that students learn essential research skills during their undergraduate programme, they can be prepared for doctoral studies. However, without rigorous preparation, students may struggle to cope with the demands of PhD research.

PU Senate member Mukesh Arora added that the change aligns with the National Education Policy (NEP) and increases the value of undergraduate education. He explained that in the four-year UG programme, the final two semesters will focus on research work, helping students develop the skills required for direct entry into a PhD programme.

Concerns Raised by Some Academics

Not all educators are convinced the guideline will be beneficial. A college professor from Nawanshahr argued that undergraduate students may lack the maturity to select a research topic or pursue doctoral studies immediately after graduation. The professor noted that a master’s degree often helps students refine their interests and sometimes even change their academic specialization.

According to this perspective, the master’s programme serves as an important bridge that prepares students academically and intellectually for research. Skipping this stage, the professor warned, may make doctoral research more difficult and could affect the overall quality of research outcomes.

Overall Outlook

The new UGC PhD guideline has sparked a healthy debate among educators. While supporters see it as a time-saving and merit-based opportunity for talented students, critics stress the need for careful implementation and adequate research training at the undergraduate level to ensure students are truly ready for doctoral studies.
